Wanting to build/buy a bike (mountain)

I went riding with some friends a couple weeks ago (and again today) and absolutely LOVED it. I have a 2001 GT hardtail bike that is quite used. I bought it quite used, and the components are really worn out.

Is it best to build a bike from parts like on ebay (I am capable.. I have worked on bikes and am very handy) or buy one from a bike shop. I really do not want to spend a ton of money, but would like something decent.
