Want Volume Boost

I have a Dell Dimension 4600, with the three speaker setup, (two satellites and a subwoofer), and the integrated soundcard. The sound is fine and clear, no hissing, popping, or problems of any kind. But, the volume with this rig isn't very loud. I'm wondering if this is a function of the soundcard, or of the speakers?
I was thinking of upgrading my soundcard to this one. Do you think this will make a difference, or do I need to spring for a new set of speakers, also? Thank you. Or is it not worth the few bucks and leave well enough alone? Whadda ya think?

I've noticed some integrated sound solutions don't have very good signal strength, but yeah, speakers are what's going to make a bigger difference. Even with weaker signal strength, you'll probably reach the distortion limit on powerful computer speakers before you max out everything.

It is a function of the amplifier (given sufficient speakers) which in the case of PC speaker kits is integrated into them. If you get a good amp/speakers then you may notice some noise from low quality onboard audio, in which case the soundcard would be a good idea also.
