Want to stream live video

I don't have direct access to the web box.. and I want to stream video so 1 or 2 users can watch stuff live using my capture card.. it is running IIS.. what should I use to stream live video?
 
Orb might be able to do what you're asking. I'm pretty sure it streams TV channels using a TV capture card. I know it can stream my webcam.
