Want to set up a home network, please help!

Greetings citizens! I am planning on setting up a home network over the summer, so every computer in the house can access the internet merely by plugging into the wall. I want to be able to have one computer that's constantly on so I can host a dedicated counterstrike and maybe website server. Here's some of my problems.

My internet connection is only 256k- Should I upgrade to something faster like 768 if I want to host a server?

My router- For other people to easily connect to my server, would I need to invest in a permanent IP address? Also, can other computers in my network still connect to a dedicated server on the internet?

Wiring difficulties- How will I be able to wire all the ethernet cables through the walls of my house? My router is a Linkysys WRT54GS.... is that adequate?

I have a spare computer, so that is no problem.
