want to overclock, should I?

I have a P4 1.6A with a crappy motherboard that won't allow me to overclock i think it is a pc chips mobo or something. The bios says the fsb is "locked" my question is if i buy a new mobo most likely an asus, will i be able to overclock my comp....
If so what board should i look into buying... i am running cosair pc2700...what mobo's are the easiest to oc with cuz i am pretty new to this stuff... what kind of speed should I be able to get with my stock heatsink and fan.... And where can i go to read about some more overclocking stuff....

Hey JOe...first thing first...List us the specs on that chip please...everything....

ram looks good!! Get a good i845pe mobo like Albatron Pro (not pro II unless you want all the features)...also what is the state of your Power Supply??? Brand and Size...
