Want to buy a new pc budget 1000$

I'm going to buy a new pc my budget is 1000$ that is 65,000Rs.INR, i want a good motherboard and 4th gen processor, please give me your recommendations, and i want to use the pc maily for watching HD movies, video editing & rarely gaming, and if i buy a psu for 650 w and aone for 450 W, my actual consumption is something like 250W will the electricity load on the 650 W be more than a 450 W, or is it all the same? Can i play blu ray discs in the DVD RW Drive?

One thing to consider is that these newer i3 processors with built-in IGP's are more than capable of watching videos on an HDTV. I particularly like the CPU's with the HD4600 graphics with 4 Meg Cache. The question is what kind of games you would play occasionally. I have played older games on HD 3000 video on my 3500K series i5 without a video card. In the USA it is pretty easy to put together a system with an i5 for around $800. Don't have a clue to what kind of deals you can get in India. Then you still have to pay for the MS Office. MS might offer discounts in India we cant get in the USA.

I Built an i3 4330 system with a 1 gig drive recently and only used a CX430M for a power supply. What you have to look at is if you go too cheap on the power supply then they don't have the cables you need for a video card if you use one.

Don't even know where to buy stuff in India. A lot depends on what is available.

Also do the OS, UPS, and Monitor all need to be included in the Rs. 65k?

To answer your questions:
- The actual amount of power drawn is largely independent of the capacity of your PSU. It will vary somewhat due to a given machine being at a different spot on the PSUs' efficiency curves, but it's not like the machine will suddenly draw 650W when using a 650W power supply.
- No, you cannot play Blu-Ray discs in a DVD-RW drive.
 
Thank you for your replies, sorry i couldnt get back soon, if the intel HD graphics can play games like crysis 3, COD Black ops 1,2, GTA 5 at low settings then i dont need a graphics card right now. Then ill go with a 650 W PSU if it draws the same amount on a 450 W PSU, i was worried about my electricity bill...so i can add a Graphics card later on. Yes the OS, UPS & Monitor included in Rs.65 K - 70K.
 
You can probably play CODBLOPS on the Intel IGP if you keep everything to low. GTA V is not out on PC, so who knows how it will perform, but if history is any indication, you will need to have a beefy GPU. You will not be able to play Crysis 3 on the IGP.

So, with that in mind, are you OK with only playing COD or should I allocate money to the GPU?
