Based on experience:
Soyo P4RC-350: (or any other ATI based board more than likely, great for HTPC, but overclocking is all old school techniques. FSB only +15mhz based on your cpu's native fsb, no vCore)
AsRock P4i86GV: 865 chipset dual channel, so pci locks are likely working, fsb adjustment, no vCore (IIRC), can handle most AGP cards but the slot really operates on the PCI bus. Was able to operate stabilly at 230 fsb DC using IGP though.
Through a combination of wire tricks or painting the pins on the back of the mobo, vCore can be manipulated. Also check Clockgens page for mATX boards to manipulate fsb adjustments. Probably stay w/ 845 or 865 for confimed PCI locks. SIS 661 also locks the PCI, I believe. VIA based prior to 880 have no locks. Download the manuals an read the BIOS pages. Finally check into Karaktu's mobile Celeron thread as he has mini write ups on several mATX boards. P4S800 MX looks decent.
