Here's the thing, pretty much every netbook that has an N450 or N2x0 Atom CPU and Intel IGP will have virtually identical performance. They nearly all boast the same outputs, weight, screen resolution, etc. Aim for one with a 6 cell battery and that you feel has a comfortable keyboard, which likely means you'll have to visit a B&M store, if possible.

Now, there are a few that break the mold and go with something a little different. Acer makes a 10in and 11.6in model using AMD's new Nile based Athlon Neo II CPUs, and they are paired with a Radeon 4225 IGP, significantly better than any Intel IGP. However, you lose a lot of battery life with those models. And I'm not sure what 20K INR converts to, but those models run a little bit more than the sub 300 USD Atom fare.
