Can a police officer read the information on your drivers license or social security card without your consent just by walking past you? Or without even your knowledge just by you walking past them?

don't. That's their flaw as a form of ID. Hell, we wouldn't even be able to limit their use to appropriate government authorities, and the incentive for abuse (government, commercial, corporate, criminal, and otherwise) is simply too strong. Sorry if I snapped a little, but this seems obvious to me (and to most people).
