Walkie talkie that would work 1 mile away in NYC?

I was thinking it would be cute to get my daughter a walkie talkie for when she's visiting grandma (About a mile away), any suggestions?

I've had walkie talkies that claimed to have 18 mile ranges but wouldn't work across the street here in radio congested nyc. I don't need anything high end, just what technology should I be looking for?

i doubt any walkie talkie will work more than 1 mile in a dense city.

any cheap/used/old smartphone can do wifi calling. i use "Grove IP lite" on my android phone for free wifi calling. absolutely no montly fee.

For urban areas, you want UHF as the waves penetrate concrete mo better.
