Wake on incoming VOIP call

What OSes allow a low power sleep mode but have facilities to wake when a VOIP call comes in?

I am not talking about integrated VOIP but providing facilities for VOIP apps to do this.

As far as I am aware no full version of Windows does this. Nor does Android.

Is anyone aware of any developments? All this is necessary to use VOIP reliably on a mobile device.
