"WAIT..." message on ASUS P4P800SE?

I'm having a weird issue with my new ASUS P4P800SE. This is a new system, no OS, one stick of 512 DDR333 ram. After initial boot up, all attempts to enter the bios fail, or in this case the screen only shows "WAIT...".

I've updated the bios and cleared the CMOS and that didn't work.

Here's what I'm seeing after clearing the CMOS:
CMOS Settings Wrong
CMOS Date/Time Not Set
New CPU installed! Please enter Setup to configure your system
Press F1 to Run SETUP
Press F2 to load default values and continue

By Hitting F1 key, the screen changes to a gradient graphic bar at the top (purely decoration) and the message "WAIT..." appears in the middle of the screen. Hitting F2 does the same as F1, sends me to the "WAIT ..." message.


Here is a screenshot that I posted on devhardware.com. I know I shouldn't cross post but ASUS support is so damn slow.
 
Do you have both the 20 pin atx and 4 pin 12v connectors installed on the board? May also be a memory or power supply problem. What brand and rating is your power supply?
 
Yes.. Everything is attached correctly. Power Supply is 350W. I am able to boot with a xp start disk and also tested my memory with memTest86. So I do not think it's a connection problem.
