W98SE/ second monitor doesn't wake up all the way

The dual monitor setup works fine otherwise, except when using Windows power management...using "turn off monitor" under "power saving features", second monitor comes back on, but only to a cursor...not the desktop. The mouse will run off the screen like it's there, though. Any ideas?
