W98SE Can't get AutoRun to turn back on!

I go through the steps, it says that AutoRun is On in device manager. I even turn it off, restart the machine, turnit back on and restart the machine with no luck.
It acts like it wants to autorun sometimes when I insert a cd the mouse goes to an hourglass, then nothing.
It would be nice to get this back on as this is the kids machine. The three year old boy can put a cd in and play the game, but can't manuever the start menu.

Do you have TweakUI? It has controls for autorun, maybe it could turn it back on.
