W98 Power Standby Help

Friends got a w98 dell p2 450, for some reason, when you put it in standby, it starts to shut off and actually completely shuts down. About 30 sec later, it comes back up by it self... i'm clueless, I dont use these features so I dont know what to do.. it doesn't have a lot of settings I can try BIOS is enable for standby.. any suggestions ?
