W7 system protection/restore help

I have a windows 7 laptop that I can't figure out the System Protection.

The system used to automatically create restore points, I see it in the task scheduler that it creates them and does not fail. When I go into the system restore button, it says there are no restore point available.

I manually created one and it shows up in the system restore but when I reboot, that manually created restore point is gone.
 
Have you allocated enough space for it? make sure the slider isn't all the way to the left under 'Disk Space Usage'.

yeah, i turn it off / on, its using 10% of 250gb drive, i can manually create like 4-5. I google around, seems like its a buggy software.. they have been after market system restore software thats better and more stable.. going to try some of the "fixes"
