W7 power modes disabled on travelmate 8200?

I had coretemp up the other day and noticed that even on power saver, the clock speed wasn't staying at it's 1ghz min, it was switching dynamically like it would on balanced. Same goes for high performance. If i try and edit the profile settings, i get this:

any thoughts?

edit: i just realized that my fan is speeding up either. It seems to constantly be running at it's lowest speed. I just opened up 3 720p videos and watched my temps climb to 90c with no change in fan speed...
 
Hmm i have had some issues too with power management. I havent tried what your saying but, my computer wont go to sleep after the preset time. Its annoying.
 
Well, with Win7 RC1 64-bit, on my Gateway laptop with a 1.6Ghz C2D Centrino Duo, it seems to be stuck at 800Mhz when on battery, and only goes to 1.6Ghz when plugged into AC power.

Is that sort of thing normal? My older laptop with XP on it, with an AMD Sempron 3000+ S754 chip, moves between 1800Mhz and lower, whether on battery or on AC, depending on CPU load.

Something doesn't seem right.
