W2K Issue - No wireless unless login as admin

I helped my parents installed W2K on their machine. I created a "power user" account for them. Every time when they login to their account, it seems like the wireless card driver is unable to load-up successfully.

To workaround this problem, every time, I logged in as administrator first to establish the wireless connection, and then re-login into her account. That way, the wireless connection will establish successfully.

I am wondering if there's any rights that I need to set as admin to allow the system to do whatever it needs to enable wireless when it is logged in as other account other than admin?
