W2K and vitual memory

I've got a computer that we've been trying to fix here at work... would rather not reghost it. Anyway, when anyone logs into the computer with their domain account (and a local account, for that matter) Windows reports that it is low on virtual memory. Have tried upping virtual mem... tried lowering it... no matter what its set at in system properties (currently 340 min 900 max) it is reported as only using 20MB. The pagefile itself reports the size as being the minimum set in virtual mem settings, yet the error message still pops up upon login.

Anybody have any ideas how to fix this? Performance doesn't seem to be affected that much... only after about 20 programs opened simultaneously. I'd rather not reghost it, so any help is appreciated.
