Vsync problems with multiple distros with Intel 4600 IGP and i915 driver

For a variety of reasons I'm migrating away from windows on my PCs. One show-stopping problem I've had on a lot of linux distributions with my hardware is that vsync seems to be broken on the desktop and (much more annoyingly) in games and videos. What's a good distro (would really prefer it to be debian or ubuntu based) that doesn't have vsync issues out of the box with an Intel haswell IGP?

edit: Also I hate the unity DE but it doesn't seem to have this issue so I can use vanilla Ubuntu it if I have to I guess. I mostly use the command line for system administration anyway.

If anybody else is looking for a distro that works well out of the box with a haswell IGP, Antergos (based on Arch linux) works great. HTML 5 video didn't tear in Ubuntu when using firefox but the problem was still there when using other browsers. Whatever combination of software or settings they're using enables tear free video in every DE/software combination I've tried so far. You can also pick between 6 popular DEs (or just set it to use the shell) in the install program.
