vsync issue with final fantasy ffxi

Hey all I just got my new 1900 vidcard and I cant seem to get Vsync to stick. Its set in CCC to always, but when i go into ffxi I can tell that its not on and there is no where in ffxi to set it.

worked fine with my old 7800GT so I was wondering what else i could try?
Im using 6.4 with chuck patch.
