Vsync and Windows 7 ATI

Is it just me or does Vsync not work in windows 7 with ATI hardware and games that don't have the in game option to use it? Even if you force it threw the ATI CCC it still does not work. My friend has an nvidia card 9800GT and when you force it threw the nvidia control panel it works. So something is not right with ATI in regards to vsync and windows 7. The game in question is BF2 btw...
