vsb voltage problem (abit at7)

I noticed that my videocard fan had stopped moving so i fired up the winbond hardware doctor softare that came with my Abit AT7 and it started beeping and telling me my vsb voltage was under spec, I've run the hardware doctor before so this wasnt always the case but can anyone tell me what exactly the vsb voltage is and what I might do to fix it?

my system:
Athlon xp 1900+
1 gig ram
Abit AT7
Visiontek geforce 4 ti 4200 128mb
