VRAM not downclocking at idle with R9 290 [SOLVED]

I'm not sure what I changed but my main AMD 290 will not downclock its memory anymore at idle...it stays at 1250MHz, but the core is downclocked properly to 300MHz. The 2nd 290 is shut off completely as its supposed to do.

Anyone have any suggestions? Oh and I'm running a single monitor over DVI using Cats Beta 15.5. It was definitely working before as I could tell from the power usage...it is about 30w higher now.

EDIT:Used DDU to sweep the drivers in safe mode and it seems to have fixed the problem.

Nope its a 60Hz 1200p monitor.

Yep tried uninstalling fully and reinstalling but didn't work.
Any other steps besides full uninstall I should be doing for a clean install? Driver sweeper or anything like that?

Could it be something to do with flash player? I uninstalled it but it still shows up in the control panel.

Whoa just noticed same issue here. Will use DDU to sweep in safe mode too.

I use the stock BIOSs that came with my cards back in Dec 2013. I have one Sapphire and one XFX.

It turns out the issue for me was when using two screens at once it's normal for the Ram to stick @ 1250mhz.
