Like the name says, ATI is planning on releasing the VR3200 to replace the FireGL T2. How long till it debuts, and what can it be compared to?

This what you're referring to? First thing I've seen it in is the new T43's. Hopefully I should have one in my hands in a week or two and I'll have a sneak peak preview posted @ the website in my sig
