This is like asking if cake or beer is better. VR headsets can use OLED panels and having resolutions higher than 1080p and even 4k, but it has to deal with lenses that focus the image to provide the sensation of dimension. The display also reacts to head movement and has to adjust the image to give a fluid feel. A fixed panel doesn't have these complexities to deal with so it can focus on the image quality only. In general, VR can easily be on par with any display technology but there is more to it.
