VPN slowing internet speed...upgrade package?

As you know guys, if I run a VPN client to change my ip address or to be anonymous or whatever reason it is, internet speed will be slower. Say my data rate is 8 Mbps, with VPN on it will be 3 Mbps. Will it always be a percentage of the total speed? I mean if I upgrade to 16 Mbps for example, will the speed be somewhere around 6 if the VPN is on?

2. How much bandwidth the peer has
3. What kind of VPN you're using. Some perform better than others.

Of course, but if those factors are constants for a specific case(for example), will the speed increase if I upgrade my internet speed? I'm talking in general terms here...

I'm asking because I don't to upgrade my internet package to say 16 or even 100 Mbps if the speed with the VPN active won't be affected....

To be specific, i'm using strongVPN and there are many servers you can choose from and pick the fastest.

If the current VPN system cannot get anywhere close to the actual speed of your connection, then unless the VPN is specifically dropping down to a set percentage of the whole available speed of your connection, then getting a faster connection won't make any difference.
