VPN Problem (Win 2000 Srv)

Hi guys I was hoping you could maybe help me out of this jam im in. I've been pulling my hair out of my head , since I've never had this problem before with other ones I've built.

The Windows 2000 Svr , I 've built is supposed to act as a VPN Server to that 2 Lan's can interconnect to each other securely . The Big Problem I have is that when trying to Dial The VPN Connection I get this Error

" Disconnected Error 721
The Remote Computer , did not respond .For further assistance , click More Info or search help and support CENTER for this error number " This Is For PPTP

"Error 789 [IPSEC]: The L2TP connection attempt failed because the security layer encountered a porcessing error during initial negotiations with the remote computer" IPSEC

I've hit the knowledge bases quite heavily , but I can't find anything substantial. All the documentation I 've found suggests client error , but I've tried doing VPN connects from other hosts , but I get the same problem.I would bet on a server related problem , but I'm not too sure what it could be .

Can anyone maybe help me ?

Your Replies Appreciated
