VPN Error 721

I am currently on Road Runner Cable internet. I have a Linksys 4-port router setup on the WAN. I have a Windows 2000 Server box that I would like to set up as a VPN server. I have worked with this for over a month trying to get clients to be able to connect, but no matter what I have tried, I get Error 721, NO response from server when trying to connect from a client. I have the port 1723 forwarded on the router to the server. It appears to go because it connects, then tries to authenicate. That's when the error comes up. Please any help would be great. I am getting gray hair because of this...
