VPN dropping every three minutes

It goes Internet --> DSL modem --> Firewall --> Win 2003 Server

Remote desktop works fine and doesn't disconnect. But VPN users are dropped almost exactly 3 minutes afer they connect. It occurs for a few hours and then is fine.

What would be our first guess at troubleshooting? Server? Firewall?
