votage flunctuations constant.. is this normal?

i was looking a cpu-z recently, and i noticed that i have votage fluncuations constantly while its idling at 3.5ghz. they range from 1.392 to 1.408 to 1.472. i do have speed step enabled, which leads me to believe that is the cause for the problem, but it has been worrying me so i thought i'd ask you guys. for note, the processor is overclocked to 4.5ghz. i'm thinking that this may also be causing stability issues, as i had been having a few. also, is there any way to fix this w/o turning off speedstep... (i know that is a stupid question but i like the feature speedstep offers me)

Could be your power supply, you didn't list which one you own and that would help us out. However, judging by the quality of your other parts I'd assume you bought one from a reputable manufacturer.

Either way, that is a lot of fluctuation and I personally would be concerned. Shoot a couple of e-mails to your PS company. My Seasonic PS had some weak rails (tested with volt-meter) and Seasonic's e-mail support set me up for a RMA right away.

If you have speedstep enabled then your clock speed should be changing as well.

there is also one more stick of ram that my sig doesn't show making it a 1.5 gigs instead of one. yes, i know that my clockspeed is changing, precisely why i have it enabled. i was just suprised by that much flunctuation.
