Two questions in one:

Does anybody know If there exists a mpeg4 encoder for this (cool) video card or a simple program that converts mpeg1 or 2 to mpeg4 video ?
 
Yea, try VirtualDub. You can use the Divx 3.11a or 4.12, and perhaps MS mpeg4v1 and 2, If your card has working VFW drivers and your system is powerful enough. VirtualDub also supports Mpeg-1, so you can use it to encode AVI and Mpeg-1 that you capture.

what a cool program! Lots of options to configure, and FAST!

Documentation says it captures using the hw of some video cards.
Dispite I don´t believe it, latter I´ll try with my 3500TV...
