Voltage

Ok, someone please explain this to me. I understand that a faster running CPU requires more energy to sustain that speed but what I dont understand is how the voltage rating works. Is it the amont of minumum energy that the CPU consumes? Maximum. And also what is the rating? is it the amount that it uses at any given time or what

BTW I know I sound like a idiot rambling on. Becuase.... well I am a idiot rambling on.
