Voltage question

I am using HWMonitor to monitor my volts and other stuff. For the +12 volt reading, at idle it is showing 4 volts. Even during gaming, it only gets up to 8 volts. Now when running a program like Prime95, it will get up to 12 volts. But shouldn't this be at 12 volts even at idle? I am pretty sure I have speedstep and similar options disabled in the bios.

I am at stock settings right now but even when I was at 4.2, it was only reading 5 volts. I am pretty sure it showed the same reading in the bios as well, I will have to check again to make sure.

Software voltage readings are not reliable. If your +12 V rail were at 4 volts, the system would not run. If you want a useful voltage measurement, buy a multimeter.
