Voltage Problem

Ok so im running my i7 860 on my MSI p55-GD80 board and im trying to OC it at 3.8 ghz right now.

Im running into a weird problem. At no load, its running at 1.376 V according to CPU-Z. Temps in the mid to high 30s.

As soon as I put any load onto it the voltage drops to 1.280 according to CPU-Z. Temperatures around low 70s.

My BIOS looks exactly like this

But on CPU Volt its 1.4
CPU VTT 1.35
and PCH 1.05 is at Auto.

exactly like that except for speed of course.
