I keep getting this message either A) before booting into Windows or B) While in Windows.

I know this means that there is some circuit board likely touching the case but does this overload happen just near where the USB panel is or could there be some other part of the mobo touching the case that is entirely unrelated to the USB port and header? I haven't been able to easily identify where there is a component touching the metal of the case.

I don't think that's likely. In the cases I've seen one of the USB ports was damaged and pins are shorting out directly to the metal inside the port. Typically the plastic bit was damaged, or in one situation the metal divider between two ports got bent downwards when someone stepped on a cord so it was shorting the lower port.

Did you try disconnecting the case's front USB ports and seeing if the message went away? That'd tell you pretty fast if you need to check the back IO ports or not.

Check to see if there is a jumper that sets the voltage for waking a pc on the board. I have seen these set incorrectly, and the boot will shut down due to too much usb voltage.
