My friend is attempting to overclock on a z77a-g45 and set the bios voltage to 1.3, which resulted in a CPU-Z voltage of 1.168...what's wrong?

Are you checking CPU-Z voltage under load ?

As voltage is dynamic along with clock speed if your using default speed-step .
