voltage for t-bird 1ghz@1.2ghz

highest i can seem to get it is 1.121ghz, voltage is at 1.81... i tried it at 1.2ghz, but wasn't stable. would upping it to 1.85 volts maybe help?

i also wanted to ask about something else...

i have a chrome orb cooling this (i know, they suck) with the default goo that comes on the bottom, but i have ordered some arctic silver II. will the goo come off with a q-tip and some rubbing alcohol? i hate to take the orb off since the pressure is high on the chip (and it's a biznatch to take off and put back on anyway) but i was hoping it would help with the temp. it runs at around 41 degrees idle, but jumps up to 63 degrees when doing something intensive, like mpg encoding. is this normal? i'm also getting another case fan for exhaust, as i only have a front fan blowing in right now. should that be sufficient for cooling?

yea, upping the volts would help, BUT if you are serious about ocing sell the orb on EGAY! and get something better for around 15-20 bux (tasol, fop32.) trust me it'll help alot. especially w/AS!
