Voltage for 1600+ and DDR Memory

i have an AGOIA "Y" 1600+ from Newegg with Crucial PC2100 CL2.5 DDR RAM (which yall prolly already know cuz i've had several topics on this in the past few weeks).

I can up my FSB to 160mhz and it posts and starts to load into windows, but then resets (as far as i can tell--i've gotten into windows before and checked it with a hardware monitor) my temps are 43C. This doesnt seem too high to me, considering i have an AX7 with 48.5 YSTECH fan and ASIII. so i'm starting to think my CPU/RAM isn't getting enough juice. my current votages are at default (CPU ~1.8, RAM at default [I forget what it is off the top of my head])

now, how high can i safely raise the voltages on my CPU/RAM to achieve safe numbers?
also, which should i try to raise first? CPU or RAM?
i know to go a little at a time and see what happens, i just want to know the limits and where my overclocking problem lies.

I would try your ram first, I bought PC2700 cas 2.5 just to make sure I could hit 166fsb without it being a problem, try slower memory timings and see if it will boot @ 160 or increase the voltage by .1. The processor also might need another .05 bump in power, Mine was just a hair unstable @ 1.81v (default) @ 167fsb (crashed after 24hours of gaming and seti) and is now at 1.86 and hasn't crashed yet.
 
I'd say the DDR memory no more than 1.8v and the cpu no more than 1.85v.
These are usually the max you can set it on the motherboards anyways.
