voltage differences?

i've got an antec truepower 430W, and i'm seeing my 12v at 11.7. is this normal?

its within +/- 5%, so it's definately within spec and absolutely fine. Actually 12v rail might be allowed +/- 10% and stay in spec (not sure), either way 11.7 is fine - and btw 11.7 is no worse and no better than if it was 12.3v.
