Voltage and heat acting up

Just slapped in my new Allied 450w from Newegg, I overclock my machine, everything's going fine. Then bam, performance is looking weird, my system crashes BSOD I know it's heat related. I look at my bios options and notice that this thing is throwing my 1800+ temps at around 58c in bios with open case, and that the -12v is running at -13.2v!!

Is this psu just gone or is it fixable?

Interesting, I put in my Antec 350w and it's -12v is running at -12.85v too. Is this a motherborad problem now?

My temps are still high at around 49c, though that's considerably less than 58c. I'd still like to know why my -12v is off and how come it's related to my higher CPU temps. I'm thinking of reseating my heatsink.
