VOIP providers?

So I have a conundrum.

My old number will not port. Due to some arcane carrier restrictions, my number is stuck with my carrier.

I am thinking of porting my number to a VOIP provider and then routing that to my current smartphone. That way I can get the occasional call to my old number.

What are the best/cheapest (emphasis on cheap since it won't be used much) VOIP providers?

Huh? If it can't port it can't port. Or is it that it just can't port to your new carrier?

Have you already tried porting to Google Voice?
