VOIP and Fax Woes

I have a VOIP box with two phone ports. Line one has a cordless phone system on it. Line two has a fax machine on it. Voice calls work great on both the cordless system as well as the fax machine's integrated phone. That leads me to believe this is not a bandwidth issue, since faxes take much less bandwidth than voice.

When I send faxes, I am getting a POOR LINE CONDITION error and they won't send. At first I thought it was for faxes going out of state, but now it's local faxes as well. Are there any special things I should note when dealing with a fax machine on VOIP?

Faxes take much more bandwidth, not less. Voice can be compressed going across a voip service, faxes cannot. Its a bandwidth issue.
