Voice Recognition to Fight Terrorism?

Does Voice Recognition work well enough to Fight Terrorism, for example if they tap a terrorist conversions on the phone, can they in turn do a Voice Pattern on them and then on everyone they talk to on the phone and everyone they talk to on the phone and so on. Since a persons Voice is suppose to be unique would that lead them to who talks to who and eventually where they are and so on. So that way if someone talked to someone that talked to a terrorist the FBI could maybe track them? Maybe something for the FBI to think about.
