VOB files confused. Am I missing something?

I have a video which will not play at all in windows media player. It will play in gom player, but the audio and part of the video will not play, then it will start playing again after what looks like some corruption. I opened the folder and looked at the files and it has VTS_01_01.VOB, 02.VOB, (then 03.VOB 'is missing',) but the 04.VOB and 05.VOB files are there, essentially skipping the 03.VOB file
My question is, has this video been edited to remove the VTS_01_03.VOB and could this explain the corruption or missing part that I am experiencing? Shouldn't the VTS_01_03.VOB file be in this folder also, unless it was edited? This file was ripped from a dvd and the dvd has the same files as above, no 03.VOB file. I hope I have explained this so it is understandable to everyone and any help would be highly appreciated. Thanks people! :)
Just to be clear this is not a pirated movie, but a video of a loved one from times past.

Sounds like it was just deleted. How big is VTS_02? Is it the same size as VTS_01 or smaller?

The VTS_02 is the same size as the VTS_01 and the VTS_04 as well. The last one VTS_05 is smaller, I assume the end of the video. Is there any way I could verify it was deleted? If so, I would like to contact the people that have the original and see if I can get it from them to make a good copy so that I can view the 03 VOB. I was wondering if perhaps an authoring program may have just removed it because it could have been a menu. the video has no menu. Thanks for you reply. :)

The fact that 02 and 04 are both the same size is enough to tell me that 03 has been deleted. Proper DVD structure requires that no file on a DVD can be larger than 1GB so if your material is larger than that, it breaks it into 1GB chunks with the final .vob file being what's left. All .vob files will be the same size (1GB) except for the final one in the set.

I'd contact whoever made the DVD.

Ok, thanks. I just didn't want to waste my time acquiring the dvd if the file may have been something like a motion menu that was removed. I appreciate your input, thanks again. :)
