VMware and server only seeing 1 cpu

Running VMware ESX server and I have a couple servers that even though they are allocated 4 cpus will only use 1. In dev manager it shows all 4 listed, and the system is set as acpi multiprocessor but I only get 1 showing in cpu-z and the performance goes along with that
