vmm32.vxd Missing or unreadable

I'm attempting to reinstall Win98SE on a Dell. I format the drive, run through the installation, but on the second reboot, I receive the message that "vmm32.vxd is either missing or unreadble". I am able to boot into safe mode and the file is there. I've also attempted to replace the file with another and that didn't work.

Here are the specs:
Windows 98SE
PII 400Mhz
64MB RAM
8GB HD
Montego Sound card
ATI Rage 128 Graphics card
Fore ATM NIC

I've disconnected all external peripherals so it's not a scanner related issue. I removed the CD during the reboot to see if it would help since I believe some Gateways had a similar issue that was solved by removing the CD during the reboots. I have yet to remove PCI cards because I thought I might check here first. Any help would be greatly appreciated.
