I am having difficulty creating Win 98 SE image for virtual machine. Can anybody help me with file?
To answer potential questions: I am using very specialized applications (DOS based) and would like to have ability to use them on a contemporary PC (W7 box) and not to have dedicated old machine to support. I have licenses for Win 98 SE and Win 95 SE. Either OS will be fine for our applications.
Any help is greatly appreciated in advance,
 
in short, you need to make new disk, format it, install windows 98 on it using windows 98 startup disk.

in detail:
create virtual disk, size about 10gb
start virtual machine with windows 98 startup floppy or windows 98 startup disk cd image - this is available on allbootdisks.com:
http://www.allbootdisks.com/download/98.html
make 1 partition using fdisk
make it active
reboot, again run win 98 startup disk
format with fat32
start setup.exe -> follow onscreen instructions
