VIVO with radeon 8500(LE) or ti4200

hi, sorry but im not the most highly infromed person around, but i was wondering if the radeon 8500(LE) has VIVO? i checked ti 4200s and all i saw was gainward having it. is that the only brand? which card would be the best for video in? i was just planning on hooking up my ps2 to my comp which is why i need video in. which card would be the best that offers this feature?
