My X1900XT is in the mail, and I'm just looking for some clarification here. From what I've been able to gather, VIVO will allow me to watch TV directly on my computer without need for a separate TV tuner card. Am I correct in this assumtion? I have Adelphia digital cable, and the cable boxes have S-video and RCA output.

If it is possible, what software would I need?
 
No, Video-In is just what it says on the box, a video signal input - there's no TV tuner function.

You would however indeed be able to feed the SVideo signal from your cable box into this video-in port, and the audio into the Line-in port of your mainboard's sound solution or your sound card.
